Educational Video launched for DMFI

Pada tanggal 31 Januari, Koalisi DMFI bersama Pemkot Jogja, Group Band Shaggydog  dan Miss Indonesia 2018 Alya Nurshabrina meluncurkan video edukasi bertajuk “Kini Aku Tahu” yang dibintangi Shaggydog dan Alya Nurshabrina.

DMFI adalah koalisi organisasi perlindungan hewan nasional dan internasional yang terdiri dari Change For Animals Foundation, Humane Society International, Animals Asia, Four Paws, Animal Friends Jogja (AFJ), dan Jakarta Animal Aid Network. Koalisi kami bertahun-tahun mendokumentasikan perdagangan hewan dan berkampanye untuk mewujudkan larangan kekejaman terhadap hewan, serta menyampaikan fakta risiko keamanan dan kesehatan masyarakat.

Walaupun daging anjing dan kucing hanya dikonsumsi oleh sebagian kecil masyarakat Yogyakarta, perdagangan itu sendiri mempengaruhi seluruh masyarakat yang sering kali merasa takut oleh bahaya pencuri anjing dan kucing.

Peluncuran Video Edukasi tersebut dilakukan di Greenhost Boutique Hotel Jl. Prawirotaman II No. 629, Mergangsan, Kota Yogyakarta, dengan mengundang Bapak Drs Heroe Poerwadi, MA selaku Wakil Walikota Yogyakarta, Personil Shaggydog,  Miss Indonesia 2018 Alya Nurshabrina serta perwakilan koalisi DMFI dan Animal Friends Jogja.

Video yang diperankan personel Shaggydog dan Alya Nurshabrina ini bercerita proses perdagangan daging anjing dari perburuan sampai penyembelihan yang menyiksa hewan itu. Mulai dimasukkan dalam karung, dikurung, dan dijagal. Bahkan, anjing-anjing itu melihat langsung teman-temannya dibantai.

Peluncuran video kampanye DMFI ini sebagai upaya kami menyadarkan masyarakat Yogyakarta terkait bahaya kesehatan di balik perdagangan dan konsumsi daging anjing serta penguatan kerja sama antara koalisi DMFI dengan pemkot Yogyakarta di bidang peningkatan kesejahteraan satwa, terutama satwa domestik, seperti anjing dan kucing.

"DIY dan Yogyakarta sudah dinyatakan bebas rabies, tugas kita semua menjaga supaya penyakit ini tidak muncul," ujar Heroe Purwadi.

Peredaran daging anjing ilegal menjadi salah satu fokus karena berpotensi menularkan rabies. Terlebih, daging anjing yang diperjualbelikan di Yogyakarta kebanyakan berasal dari luar DIY yang belum dinyatakan bebas rabies.

Pemerintah tidak bisa melarang orang mengonsumsi daging anjing, namun edukasi tentang bahaya konsumsi daging anjing adalah kewajiban moral.

Menurut Wakil Walikota, peredaran dan perdagangan daging anjing bisa dikaitkan pasal 66 dan 67 UU Peternakan dan Kesehatan Hewan Nomor 18 Tahun 2009 serta pasal 302 KUHP. Berdasarkan KUHP, penyembelihan hewan yang menimbulkan rasa sakit termasuk tindak pidana.

"Pemerintah akan melakukan penegakan hukum pidana tentang proses dan penyembelihan yang tidak sesuai prinsip kesehatan satwa," ucap Bapak Wakil Walikota Drs Heroe Poerwadi, MA.

Pemerintah Kota Yogyakarta juga telah mengakui, bahwa memperlakukan hewan yang tidak semestinya sesuai kesejahteraan hewan bisa dipidana. Hewan juga memiliki hak asasi bebas dari rasa lapar, bebas dari penyakit dan stres. Pemerintah Kota juga menegaskan “Menyembelih hewan dengan cara menyakitkan bisa diancam dengan KUHP, khususnya pada Pasal 302,”.

Pemkot Yogyakarta saat ini sedang menyiapkan peraturan wali kota untuk menindaklanjuti surat dari Dirjen Peternakan terkait pengawasan dan perdagangan daging anjing. 

Selain peluncuran video kampanye, kami dan Pemerintah Kota Yogyakarta juga mendeklarasikan Kota Yogyakarta bebas daging anjing. Kami sepakat perdagangan dan konsumsi daging anjing menjadi ihwal masuknya wabah rabies. Sehingga perlu perlindungan domestik untuk mencegah rabies dan menciptakan ketenteraman masyarakat.

Capaian ini menjadi batu pijakan untuk terus memperkuat kampanye kami dan mewujudkan suatu perubahan struktural yang vital bagi langkah kami kedepannya, kami ucapkan terima kasih sebesar-besarnya kepada rekan-rekan sepemikiran kami, individu maupun pelaku bisnis yang memiliki semangat dan kepedulian yang sama terhadap kesejahteraan satwa.

On January 31st, the DMFI Coalition with the Yogyakarta City Government, Shaggydog and Miss Indonesia 2018 Alya Nurshabrina launched an educational video titled "Kini Kamu Tahu (Now You Know)", starring Shaggydog and Alya Nurshabrina.

DMFI is a coalition of national and international animal protection organizations founded by Change For Animals Foundation, Humane Society International, Animals Asia, Four Paws, Animal Friends Jogja (AFJ), and Jakarta Animal Aid Network. Our coalition has documented this cruelty for many years and campaigned against animal cruelty bans, and complained about public health and safety risks.

Although dog and cat meat is only consumed by a small portion of the people of Yogyakarta, the trade itself affects the entire community who are often afraid of the dangers of dog and cat thieves.

The Educational Video was launched at Greenhost Boutique Hotel Jl. Prawirotaman II No. 629, Mergangsan, City of Yogyakarta, inviting Drs Heroe Poerwadi, MA as Deputy Mayor of Yogyakarta, Shaggydog Band, Miss Indonesia 2018 Alya Nurshabrina, representatives of the DMFI coalition and Animal Friends Jogja.

The video starred by Shaggydog and Alya Nurshabrina tells the story of the process of the dog meat trade, from hunting to slaughter that tortured the animal. Began to be put in sacks, locked up and slaughtered. And the fact that those poor dogs, witness their friends slaughtered.

"The Special Province and The City Yogyakarta have been declared free of rabies, our duty is to keep these achievements," Heroe Poerwadi said.

Illegal dog meat trade is one of the focuses because it has the potential to transmit rabies. Moreover, most of the dog meat traded in Yogyakarta comes from outside the province, which has not been declared rabies free.

The government cannot legally prohibit people from consuming dog meat, but education about the dangers of dog meat consumption is a moral obligation that the government is fully understood.

According to the Deputy Mayor, the circulation and trade of dog meat can be linked to Article 66 and 67 of the Law on Animal Husbandry and Animal Health Number 18 of 2009 and Article 302 of the Criminal Code. Under the Criminal Code, animal slaughter that causes pain includes a crime.

"The government will enforce criminal law regarding processes and slaughter that are not in accordance with animal health principles," said Deputy Mayor Drs. Heroe Poerwadi, MA.

The Yogyakarta City Government has also admitted that inappropriate animals treating -that’s is against the animal welfare principles, can be punished. Animals also have the rights to be free from hunger, free from illness and stress. The City Government also stressed "Slaughtering animals in a painful way can be threatened with the Criminal Code, especially in Article 302,".

The Yogyakarta City Government is currently preparing a mayor's regulation to follow up a letter from the Director General of Animal Husbandry regarding the supervision and trade in dog meat.

In addition to the launch of the campaign video, we and the Yogyakarta City Government also declared the city of Yogyakarta to be dog meat-free. We agree that the trade and consumption of dog meat is about the entry of a rabies outbreak. So that domestic protection is needed to prevent rabies and create public peace.
